The Beijing Summit of the Forum on China-Africa Cooperation achieved four major outcomes

On September 5, 2015, Member of the Political Bureau of the Communist Party of China (CPC) Central Committee and Foreign Minister Wang Yi jointly met with the Chinese and foreign press together with Foreign Minister Falle of Senegal, the current co-chair of the Forum on China-Africa Cooperation (FOCAC), and Foreign Minister Garkosso of the Republic of Congo, the next co-chair of the Forum.


Wang Yi said that during the summit, focusing on the theme of "Jointly Advancing modernization and Building a high-level China-Africa Community with a shared future", China and Africa reviewed and summarized the history of China-Africa friendship, spoke highly of the progress in implementing the outcomes of the Forum, reached clear political consensus on strengthening China-Africa all-round cooperation, and unanimously adopted two important documents, the Beijing Declaration and the Action Plan, making the summit a complete success.

Wang Yi introduced the four major achievements of the summit.


China has established strategic partnerships with all African countries


The foundation of China-Africa friendship is China's strong bilateral relations with every African country. All members of the Standing Committee of the Political Bureau of the CPC Central Committee and Vice Presidents also met intensively with African leaders attending the meeting. During the summit, China worked with 30 countries to establish or upgrade strategic partnerships. Standing side by side with the 53 African strategic partners, China will surely play a greater role in promoting the well-being of the Chinese and African people and safeguarding world peace and stability.


The overall relationship between China and Africa has been elevated to an all-weather community of shared future in the new era


After nearly 70 years of hard work, China-Africa relations are at their best in history. During the summit, Chinese and African leaders agreed to elevate China-Africa relations to an all-weather China-Africa community with a shared future in the new era. From the new type of partnership to the comprehensive strategic partnership of cooperation and today's designation as an all-weather community with a shared future for a new era, China-Africa relations have been upgraded with clearer positioning and richer connotation, demonstrating the firm will of the more than 2.8 billion Chinese and African people to stand together through thick and thick of changes in the past century, and writing a new chapter in the grand cause of building a community with a shared future for mankind.


It has made clear six proposals for China and Africa to jointly advance modernization


To achieve modernization is an inalienable and legitimate right of developing countries. How and what kind of modernization to achieve is a historical issue facing the "Global South". These six proposals have been widely recognized by the African leaders present at the conference and have formed the political consensus between China and Africa. They mark our deepening understanding of the law of modernization and our growing historical awareness of mastering our own destiny. They will certainly have a major and far-reaching impact on leading the "Global South" to accelerate modernization and promote world modernization.


The action blueprint for China-Africa cooperation in the next stage has been drawn up


The two sides adopted the Beijing Declaration and Action Plan to strengthen China-Africa cooperation in the next three years. First, we will build a platform for sharing governance experience, set up a China-Africa development knowledge network, and invite 1,000 people from African political parties to China for exchanges. Second, the Partnership for Trade and Prosperity Initiative. It announced the unilateral expansion of market opening, granting zero-tariff treatment to 100% of the products of the least developed countries in Africa, and promoting the big market of China into a big opportunity for Africa. Third, the industrial chain partnership initiative will establish a pilot zone for in-depth economic and trade cooperation between China and Africa, launch the African Small and Medium-sized Enterprises Empowerment Program, and jointly build a China-Africa digital technology cooperation center. Fourth, the Connectivity Partnership Initiative aims to build a China-Africa connectivity network featuring land and sea connectivity and coordinated development to boost Africa's cross-regional development. Fifth, we will develop cooperation partners to carry out 1,000 "small and American" livelihood projects to better benefit the African people. Sixth, the Health Partnership Initiative will build joint medical centers, send 2,000 medical personnel to Africa, and support the construction of African Centers for Disease Control and Prevention. Seventh, the Partnership Initiative to Boost Agriculture and Benefit the People will provide emergency food aid to Africa, build agricultural standardization demonstration zones, and create no less than 1 million jobs for Africa. Eighth, the People-To-People and Cultural Exchange Partnership Initiative will promote the "Future Vocational Education in Africa" program, provide 60,000 training places, and designate 2026 as the "China-Africa People-to-people and Cultural Exchange Year". Ninth, the Partnership for Green Development Initiative will launch 30 clean energy projects in Africa, jointly build 30 joint laboratories, and carry out cooperation in satellite remote sensing, moon and deep space exploration. Tenth, build partnerships for security, build demonstration zones for the implementation of the Global Security Initiative, and train military and police personnel for Africa. Wang Yi stressed that China and Africa also held strategic discussions on the international situation and global governance. The summit has sent out a strong message of China-Africa common development and demonstrated the firm confidence in the unity and cooperation of the Global South. The China-Africa Summit Week has lit up the "Southern moment" of building a community with a shared future for mankind.
